Pool Renovation

The purpose of this page is to provide to the Fox Hills community all information about the Pool Project meant to build new pools for the Fox Hills neighborhood.

Summary of activity
  • The special assessment for financing the project passed in 2023, with each household committing to pay $600 per year over a 5 year period to be used for pool construction.  The annual Special Assessment payment is due by October 1 of each year.  The final Special Assessment payment will be due by October 1, 2027.
  • Coastal Construction Company was the contractor selected to build the new pools, as well as concrete decking and artificial turf.
  • The renovated pools are expected to open for Summer 2026

July 25, 2023 - Special Assessment Vote Results:
  • 358 eligible households
  • 266 ballots received (262 electronic; 4 paper)
  • 74.3% of the eligible households cast a ballot
 
YES:       195 (73.3% of the votes; 54.2% of the households)
NO:         71 (26.7% of the votes; 19% of the households)
 
The Proposal for a Special Assessment passed.
Payments of $600 per year will be due by the first of October in the years 2023-2027. 

Why the Community has undertaken to build new pools:
After careful assessment and deliberation, a Pool Committee recommended to the Fox Hills Community Association Board of Trustees to propose a Special Assessment to rebuild the pools. 
Here are some key points to consider regarding the current state of the pools:
  • The pools were over 50 years old and have surpassed their expected lifetime.
  • Pools were leaking about 3 inches of water a day, which was evident from the significant "puddle" in the northeast corner. 
  • These leaks were most likely due to cracked underground plumbing, as indicated by the need to snake out the water drains.  When the drains were snaked out, there was evidence of clay and dirt, indicating partially collapsed and leaking pipes.
  • The leaks caused the concrete pool deck to heave and crack, a further indication of underlying plumbing issues.
  • Tiles on the pools were popping off every year due to water behind the pool walls - dozens this past summer, compared to an occasional 1-2 in years prior.  
  • Repairing the concrete alone would likely cost $150-200k.  Addressing the plumbing issues would require significant additional expenditures.
  • The pools require re-marciting every 5-6 years at a cost of approximately $60,000 per pool ($120,000 total).  Due to their age and too many layers of marcite, the old pools would have needed the old marcite stripped and new marcite added.  This would cost about $240,000.
  • Keeping and maintaining the old pools, with a total estimated cost of over $400,000, was not advisable when, for approximately $1,000,000, we could have two brand new pools with new plumbing, an entirely updated concrete pool deck, and an extended lifespan.
  • Moreover, our old dive pool fell short of competition size, putting us at risk our membership in the RASL swim league.
The Pool Committee conducted two community-wide surveys to gauge community sentiment, and the results indicated strong support for new pool construction. With over 200 households responding and numerous residents attending Pool Committee and Board meetings to express their appreciation for the pools, the appetite for new pools was evident. Fox Hills is highly desired because of our pools and clubhouse, which enable lifelong memories for all our families and foster a tremendous sense of community rarely found elsewhere. Many residents that grew up in the neighborhood have returned as adults to raise their own kids, highlighting the lasting impact of our pools.
Original Design renderings
Below are original renderings of the general concept of what the new pool area might look like. These renderings are broadly accurate, but many details have been updated during the planning and construction process. Please note: these renderings show a diving board, but at this stage, no diving board will be added to the Competition Pool.  Also, the competition pool will be farther north than shown on the rendering.
What are we getting for this money:​
  • The old shallower (“kids/family/slide”) pool has been gutted, remodeled and slightly extended. The old pool sloped from 3 feet deep to 5 feet, while the new pool will be much more shallow on the north end for the youngest families, and include a modified zero entry.  Pool-wide steps lead to the deeper south end, which slopes down to a maximum depth of approximately 4 feet. 
  • The old deeper (“dive/competition”) has been demolished and replaced with a 4-lane pool that will be 25 meters (82.021 feet) long and 29 feet wide. It is 9 feet at the deep end and 4 feet deep at the shallower end. The orientation of this pool is north/south parallel with the remodeled “kids/family” pool, though the new competition pool will be set significantly farther north on the property (and farther north than on the above rendering).
  • The entire pool deck and underground piping has been demolished and replaced. Artificial turf has replaced grass for some areas surrounding the pools, especially in the newly-created space north of the Clubhouse, which will host the Gaga Pit and play structure (not shown on the above rendering). 
  • A new salt water and boiler system to handle the larger volume of water in the larger pools has been added.
  • Additional features include:
    • Pebble finish on the walls of the family pool, and on the pool floor a depiction in tile of the Fox Hills crest
    • Some areas in the northeast corner using artificial turf for play areas
    • New fencing between the pool and the parking lot
    • Moving the fence line right of the clubhouse (north-east corner) to the front of the clubhouse, providing more mixed-use space.  This is where the play structure and Gaga Pit will be moved.
    • Bubblers in the shallow section of the family pool

​In summer of 2025, the neighborhood erected two new pavilions and a new guard shack (not shown in the renderings above).   A complete rebuild of the parking lot is scheduled for April 2026​
