FOX HILLS RAIN WATER COLLECTION BASINS:
What:
This document describes what the rain water collection basins are, what they look like, and the homeowners’ responsibilities regarding the basins.
Why:
Each Fox Hills property owner is responsible to keep their street’s curb gutter in front of or on the side of their lot (corner lot) free of leaves, grass clippings and debris so rain water, etc. has easy access into the collection basin. Keeping the basins clear of waste ensures proper draining.
Rain water and snow melt that cannot drain properly will pool and eventually the freeze-thaw cycle will allow water to seep under the concrete street causing cracks to occur in the concrete slabs. Debris, grass clippings and leaves that might get into the basin or into the underground piping may result in flooded streets which increase the possibility of motor vehicle mishaps.

History of construction
When our Fox Hills concrete streets were constructed in 1963 through 1969, rain water collection basins were installed into our concrete street curb gutters to take in and away rain water from the street areas, thus providing a safe motor vehicle driving experience on our concrete streets. Two cast iron designs were used with the one having a top horizontal plate (Photo #1) used the most through home building Phase’s 1, 2, 3 and 4. The flat plate design (Photo #2) was use during the Phase #5 homes construction and when a collection basin and the street area surrounding the basin underwent total reconstruction. The basins are located in our street curb gutter based upon topography to maximize water flow and removal. Each basin sits on top of a 6-10 foot tall circular three (3) feet in diameter, individual brick and mortar constructed vertical tunnel connecting the collection basin downward to a horizontal five (5) feet in diameter concrete pipe buried approximately 6-10 feet below grade that carries away rain water throughout our subdivision. Eventually somewhere over by South Boulevard and I-75, this rain water collection underground concrete tunnel way maze connects with another underground concrete tunnel way maze carrying sanitary waste and there both rain water and waste materials together are carried to a liquid treatment plant. Attached (Photo #3) is a layout showing the underground location of the five (5) feet in diameter concrete constructed pipe maze.
Maintenance of Water Basins
The Road Commission of Oakland County (RCOC) is responsible to maintain these collection basins and their accompanying underground brick and concrete constructed tunnels. This occurrence also requires the RCOC to use high pressure water to move the debris through the underground piping, opening up the rain water flow capability.
When a Fox Hills property owner notices something amiss with the area surrounding a collection basin, they are to notify our Streets, Rain Water Collection Basins and Architectural Control Coordinator about the issue as well as the RCOC at 1-248-858-4804 providing the address location of the rain water collection basin and a general description of what is amiss with it. RCOC will issue a repair number for repair tracking purposes and provide that information to the Line Maintenance Supervisor for work completion timing. A previous Streets, Rain Water Collection Basins and Architectural Control Coordinator determined if the underground basin components needed repair, he would insert a 1/8 inch diameter steel rod, four (4) feet in length through a crack in the concrete slab around the basin and if it did not hit something solid like the soil, etc. immediately when inserted into the crack, reported these findings to the RCOC for them to investigate the need relative to the severity of this basin’s underground components. If the probable defective basins are not reported and they lay in disrepair, they could become a safety issue whereby the street area could collapse when a motor vehicle drives over it due to erosion underneath.
Previous Repairs to the Basins:
Since 2000, twenty-three (23) rain water collection basins and in most cases, the street area surrounding them have been repaired with the following eleven (11) basins that possibly need repair. RCOC reference #222368 lists the following basins 1939 and 1995 Hunters Ridge Drive, 756 Fox River Drive (one is on Sedgefield Drive), 525 Rolling rock Drive (one is on Sedgefield drive), 668 Rolling Rock Drive, 2016 and 2035 Stone Hollow Court and 2020 Wickford Court.
